Fred GoffTreasurer Learn More
Mr. Goff is an experienced executive with over 35 years in the domestic and
international petroleum industry. His experience covers the management of
engineering, operations, maintenance and project management of petroleum, as
well as utility support, functions of a major international oil company (Saudi
Aramco). In addition, he has held administrative positions responsible for
preparing business plans, budgets, and reporting accountability to the highest
levels of the company.
He has recent experience in the operations and CFO role of 3 start-up
He holds a B.S. in Mechanical Engineering from Rice University and a M.S. in
Industrial Administration (MBA) from Purdue University and served has as a
registered Professional Engineer in the State of Texas for over 35 years.
Mr. Goff has extensive volunteer and elected community service experience.
While in his positions in Aramco he served for 12 years as a member the School
Board of their American run school system. Later he served as an elected
Trustee of the Lake Travis School Board for 12 years as well as an elected
member of the Lake Pointe HOA and Lake Pointe MUD 3 boards. He currently
serves as the financial director on the newly reorganized Lake Pointe MUD board
that recently replaced the Lake Pointe MUD 3 and 5 boards through an election
process in Lake Pointe.
Steven KnuffPresident Learn More
Steven is a marketing and communications professional with over 20 years of experience in integrated marketing, messaging creation and using digital and traditional media channels. He has worked for high-tech and non-profit companies in the US and Europe.
He has lived in Lake Pointe since 2009 with his wife Halie and their three children.
Jim NorrisDirector Learn More
Jim has been a resident of Lake Pointe since 2014. He earned an MBA from the University of Houston and a BS in Finance from Louisiana Tech University. He is a Senior Power & Gas Trader at LCRA with 20+ years of experience in the industry. Previous experience includes multi-billion dollar companies, private equity companies, and a start-up. He specializes in optimizing power generation portfolios by developing trading strategies, evaluating and executing trades, and negotiating long-term agreements. He also assists with budget forecasting, insurance negotiations, measuring commodity, credit, and liquidity risk, and ensuring the company stays compliant with regulating entities.
Jim started volunteering when he was asked to chair the Friends of the Preserve committee in 2016 and became a board member in 2017. Jim enjoys being with his family on the lake, hiking in the beautiful Lake Pointe Preserve, or relaxing on the Lake Pointe dock. As a Lake Pointe MUD board member, Jim is a proponent the dock project, seeing the lake access as the neighborhood’s greatest and unique amenity and the ability for it to be even better.
Marci O’ConnellSecretary Learn More
Marci O’Connell is a native Austinite, and has resided in Lake Pointe since 2008. She has a B.S. in Civil Engineering from Texas A&M University, and has practiced engineering for over 20 years. Marci and her husband, Jack, have two daughters that attend LTISD schools. Their family loves Lake Pointe and all of the many amenities it has to offer. Marci is currently the MUD 5 representative on the HOA Vision Counsel, a volunteer with the Lake Travis chapter of National Charity League, and a Lake Travis Cheerleading Booster Club Board member. As a MUD5 board member, Marci is a proponent of the Resaca Blvd. wall project.
Robert SalgoVice-President Learn More
In 1997 Robert Salgo and his wife moved to Lake Pointe, where they’ve since raised two children. Robert has served as president of West Travis County Municipal Utility District #3 since 2000, and he advocated strongly for the recent consolidation of the two Lake Pointe districts.
Professionally, Robert has been involved for the past 25 years in construction project management, engineering, and contract management for commercial, civil, and industrial projects. His primary focus has been project management/engineering with a special emphasis on the coordination of commissioning of life-safety systems for commercial and industrial facilities. He is especially proud of his involvement in the construction of the Bob Bullock Texas State History Museum and the Frost Bank Tower.
Robert is accomplished in all areas of construction project management and engineering, including owner, consultant and subcontractor relations, preconstruction analysis, estimating and value engineering, submittal review and project document control, critical path network scheduling, and quality and cost control. He has an MS in civil engineering and undergraduate degrees in mathematics and civil engineering.
Currently, Mr. Salgo serves as plant manager for Dario Panelized Systems, a division of the Escobedo Group.
The District is governed by a Board of five members that serve staggered four-year terms. In accordance with Texas Water Code § 49.103, director elections are held on the November uniform election date, or the first Tuesday after the first Monday in November, in even-numbered years. The District’s next director election will be held on November 3, 2020 at the polling places for each election precinct within the District established by Travis County.
A person that desires to be a candidate in the District’s next director election must be qualified to serve as a director and must timely submit an application for a place on the ballot to the District. To be qualified to serve as a director, a person must be at least 18 years old, a resident citizen of the State of Texas, and either own land subject to taxation in the District or be a qualified voter within the District. The first day and time that a candidate may file an application for a place on the ballot is 8:00 a.m. on the day that is 108 days before the election and the last day that a candidate may file an application for a place on the ballot is 5:00 p.m. on the day that is 78 days before the date of the election. The deadline for a declared write-in candidate to file an application is 74 days before the date of the election.
For the November 3, 2020 director election, the deadline for filing the application for a place on the ballot will be 5:00 p.m. on Monday, August 17, 2020 and the deadline for a declared write-in candidate to file an application will be 5:00 p.m. on Friday, August 21, 2020. Applications may be obtained from Randall B Wilburn, Gilbert Wilburn PLLC, 7000 N. Mopac Expwy Suite 200, Austin TX 78731 or an application may be downloaded and printed from the Texas Secretary of State’s website at https://www.sos.state.tx.us/elections/forms/index.shtml.
